BACKGROUND
Napa County has had various disasters in which the Napa Valley Transportation Authority (NVTA) provided mutual aid assistance with transportation requests. NVTA plays a vital role in the Emergency Operations Center (EOC) and has a seat within the transportation branch of the operations section. The purpose of this Memorandum of Understanding (MOU) is to memorialize the intention of both parties to work together to help assist the County and, therefore, the community to better serve the response and recovery phases of natural and man-made disasters.

NVTA has provided Napa County Office of Emergency Services (OES) with a list of available resources that if not committed or previously obligated would agree to reallocate these services at the request of the Director of Emergency Services. These services include VINE transit and NVTA's contractor Transdev.

Napa County OES has worked closely with NVTA to ensure that all services that are requested by OES would support the overall response to natural and man-made disasters and be compliant with the Access and Functional Needs (AFN) population. Napa County OES has historically used the services of NVTA and have done post-event MOUs as necessary. To better prepare for all hazards OES is hoping to finalize and memorialize the relationship the county has with NVTA through this MOU for disaster/emergency response.
