BACKGROUND
The Sullivan parking lot is owned by the County of Napa and is located west of the Administration building bound by 3rd Street on the north, Randolph Street on west, 4th Street on the south, and Coombs Street on the east. The parking lot is open to the public for all day parking. The parking lot asphalt surface has deteriorated over the years and is beginning to develop pot holes and large cracks creating a potential public safety concern and is in need of rehabilitation. After the repairs and resurfacing the parking lot will be re-striped to its existing configuration including American with Disabilities Act parking stalls. The Board of Supervisors previously approved the creation of Project 20024 during the budget hearing in FY 2020. The approval also moved $50,000 into the project to fund the design for the repair of the Sullivan Parking Lot.
On February 25, 2025, the Board of Supervisors authorized the creation of the "Cuttings Wharf Road and Cuttings Wharf Boat Launch Paving Project" and a budget transfer of $190,000. Of this amount, $170,000 was allocated for Cuttings Wharf Road using the Measure-T fund (Fund 2040, Sub-Division 2040500, Project 25024, Account 52145), and $20,000 was designated for the Cuttings Wharf Boat Launch using the Capital Improvement Fund (Fund 3000, Sub-Division 3...
