BACKGROUND
Napa County released a "Request for Statements of Qualifications (RFQ)" in February 2026 for Aviation specialized On-Call Professional Services. The FAA requires sponsors to release an RFQ every five years for Airport specialized Architectural/Engineering, Environmental/Planning, and Construction Management consultants for any projects or planning documents necessary for grant funding.

Thirteen responsive proposals were received and evaluated by a committee comprised of Airport and Engineering Division staff. Proposals were ranked based on qualifications in accordance with California Government Code Section 4526 and FAA Advisory Circular 150/5100-14E for Airport Consultant Selection, and five consultants were selected.

County staff intends to enter into a total of seven on-call Professional Service Agreements (PSA) with the top five ranked consultants from the RFQ process to assist with various future Airport projects on an as-needed basis. The PSAs are for a five (5) year period, from 2026 to 2031.
