BACKGROUND
On October 27, 2025, the Board of Supervisors adopted a Resolution declaring a local emergency and authorizing the Director of Napa County Health and Human Services Agency to enter into a contract to provide emergency food assistance for CalFresh recipients.
The CalFresh program (known federally as the Supplemental Nutrition Assistance Program (SNAP)) is a federally funded program that provides critical food assistance to approximately 5,500 households and approximately 10,700 County residents each month. With an unprecedented disruption of federal funding, Napa County prepared to partially fund, in coordination with a local community-based organization, provision of emergency food assistance to strengthen equitable access to core services that protect health, safety, and wellbeing for all people. Prior to the expenditure of County funds under the emergency authorization, Congress passed a continuing resolution in November 2025 that included full-year funding of SNAP. Now that SNAP has been fully funded for the year, the emergency has passed and the declaration should be terminated. The funding appropriated for the emergency assistance will remain unspent and will lapse to the Tobacco Master Settlement Agreement reserve.
Requested Action: Adopt a Resolution terminating the State of Local Emergency for the Provision of Emergency Food Assistance for CalFresh Recipients. (No Fiscal Impact).
