BACKGROUND
The 2014 Napa Earthquake damaged the Buhman Avenue Bridge, resulting in reduced load capacity (12 tons) and narrowed lane widths. On August 10, 2021, the Board awarded a construction contract to Pat Nelson Construction Inc. of Petaluma, California, for the low base bid of $999,733. Construction was completed on March 9, 2022.
Bridge replacement permits were obtained from the San Francisco Bay Regional Water Quality Control Board (State Water Board) and the California Department of Fish and Wildlife (CDFW), which require five years of post-construction maintenance, monitoring, and reporting. Pat Nelson Construction Inc. has completed the first four years of these requirements. The requested budget amendment will fund the final year of maintenance necessary to fully satisfy the State Water Board and CDFW permit conditions.
Request Actions:
1. Approval of Budget Amendment for the following (4/5 vote required):

Increase Transfers Out appropriations by $40,000 in the SB-1 Non-Operating Special Revenue Fund budget (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 20035 and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040500, Project 20035, Account 48200); and
