BACKGROUND
The federal Bipartisan Infrastructure Law (BIL) provides funding for airport-related projects called Airport Improvement Grants (AIG) grants. The Federal Aviation Administration (FAA) has advised that our allocation from federal FY22 must be obligated under a grant(s) by September 30, 2025, or we will lose the entitlement. Airport staff have defined a project to repair and renew the concrete panel joints in Runway 6-24 called the Runway 6-24 PCC Joint Rehabilitation Project. This limited scope project repairs a runway originally constructed in the World War II era which has faithfully served us for over 75 years. The design engineering work will be funded from the Airport Enterprise Fund. The project's construction is subject to an FAA grant and will not move forward without their financial support. The grant award will also allow the design engineering scope of work to be reimbursed.
Requested Actions:
1. Approve creation of a new Airport Capital Improvement Project PW25-23 for the "Runway 6-24 PCC Joint Rehabilitation Project";
2. Approve and authorize Agreement No. 250309B with Mead & Hunt, Inc. for design services in the amount of $71,432;
3. Approve a Budget Amendment:
