BACKGROUND
The "Pueblo Pocket" is a group of unincorporated streets in the City of Napa, that will undergo sewer and water infrastructure improvements, as well as roadway rehabilitation as part of the "Pueblo Area Rehabilitation Project". The Pueblo Area Rehabilitation Project is a joint agency effort between the City, Napa County, and the Napa Sanitation District (NapaSan). Due to the proximity to the City of Napa (City) and the "split-ownership" of several of the streets to be paved, the County and City determined that a Cooperation Agreement would be the most efficient use of financial resources and would result in a uniform pavement condition in both jurisdictions. In May 2025, Napa County hired Nichols Consulting Engineers (NCE) to prepare the design for the pavement rehabilitation efforts of this project.
