BACKGROUND
The United States Constitution, the California Constitution and Federal and State statutes and regulations require local governments to conduct Federal and State elections. Napa County's Assessor-Recorder-County Clerk ex officio Registrar of Voters is the election official who carries out this mandate. To conduct Federal and State elections the local election official must use a voting system certified by Federal and State agencies.
Napa County has conducted successful elections using certified voting systems from Liberty Vote USA and its predecessor corporate entities since 1976. The County approved an amendment in May 2025 that extended the term of the existing Dominion agreement to 2032. In October 2025 Liberty Vote USA acquired Dominion. That acquisition did not impact Federal or State certification of the voting system. Liberty Vote USA kept the same staff who support the voting system and the 39 California Registrars of Voters who use the system. The Napa County Auditor-Controller has asked that this new agreement be approved to recognize the change in ownership of the corporate entity.
Under Agreement No. 260334B Liberty Vote USA will provide Napa County with an upgraded, certified voting system for 7 statewide elections between June 2, 2026, and March 2, 2032. The average annual cost of these services is $ 171,353. The total cost for 7 statewide elections is $1,199,468.
