ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On December 14, 2021, the Board adopted the State Platform. At that meeting, Supervisor Ramos requested the Subcommittee consider adding information about Priority Development Areas (PDAs) and any additional information consistent with the Board’s letter to the Association of Bay Area Governments (ABAG) regarding the next Regional Housing Needs Allocation (RHNA) numbers for Napa County.

On March 7, 2022, the Legislative Subcommittee voted to recommend the proposed amendment to the Housing Element Law section of the State Platform.

Subsequently, staff added additional changes to Action Item 1, also attached.
