Award a Construction Contract to Granite Construction Company of Ukiah, California in the amount of $5,545,775; approve and authorize Agreement No. 260352B with Mead & Hunt for Construction Management Services in the amount $602,292 with a term-end date of June 30, 2028; and approve associated Budget Amendment for the total project cost in the amount of $6,509,542 for the North General Aviation (GA) Ramp Reconstruction Project. BACKGROUND
The North General Aviation (GA) Ramp was originally constructed in 1958 and has a very poor Pavement Condition Index of 25. The Ramp is approximately 10 acres of failing asphalt and subgrade used for various types of aircraft for transient parking and self-service fueling operations. Such operations account for approximately 7.5% of Airport Revenues. Reconstruction of the North GA ramp will improve pavement conditions for existing transient aircraft parking and does not include any expansion.
On March 25, 2025, the Board of Supervisors (Board) approved creation of Capital Project 25040 and execution of Airport Improvement Grant (AIP) 48, in the amount of $477,720 for design and administration efforts for new pavement and drainage, electrical improvements, Taxiway Alpha entry redesign, and a new aircraft parking plan consistent with FAA standards. On March 24, 2026, the Board approved the plans and specifications and authorized bid-opening for construction efforts. On April 23, 2026, Napa County Public Works opened bids for the project with the following base-bid results:
