BACKGROUND
Napa Valley Community College District (District) opened the River Trail Village student housing complex in the fall semester of 2024. The District's 24-hour law enforcement services are provided by the Napa Valley Community College Police Department (NVCPD). The opening of the new student housing has created a staffing shortage. To supplement the staffing shortage, the District has sought out additional law enforcement services with the Napa County Sheriff's Office.
Although NVCPD has primary law enforcement jurisdiction on campus, under the Kristin Smart Campus Safety Act of 1998 (Education Code section 67381), the District is required to establish a Memorandum of Understanding (MOU) with local law enforcement agencies to clarify agency jurisdiction and for the investigation of specified Part 1 Violent Crimes listed under this Act.
Part 1 Violent Crimes include homicide, forceable rape, robbery, felony aggravated assault, crimes against children, driving under the influence, kidnapping, major injury accidents, felony sexual assault, and hate crimes. The District's previous MOU was with the Napa City Police Department, which did not include additional patrol services.
Due to the District's staffing shortages, Sheriff's Office proposes to provide law enforcement patrols of the River Trail Village student housing complex, and surrounding areas at the college, including housing, courtyards, parking, and surrounding walkways.
