BACKGROUND
The Fiscal Year 2025-26 Recommended Budget included $605,000 for one Type VI Engine. The County Fire Department requests authorization to purchase one new engine from Golden State Fire Apparatus/Skeeter Emergency Vehicles without securing competitive bids. The apparatus will replace County Unit Number 8154. County Unit Number 8154 will go into the reserve fleet which is a group of 6 apparatus kept in backup to use with a front-line piece of equipment goes in for service.

The Department has established Skeeter brand engines as standard firefighting equipment. The engines have proven to be more reliable and less expensive to maintain than other manufacturers' engines. Service records indicate that the Skeeter engines have fewer maintenance problems and, consequently, fewer out-of-service hours and maintenance costs. Standardizing equipment enables the Department to standardize the training to increase efficiencies during emergency operations and standardize maintenance software and required equipment.

Requested Actions:
1. Approve a waiver of the competitive bidding requirement and provide a sole source award to Golden State Fire Apparatus for the purchase of two new Type VI Engine in the amount of $605,000 pursuant to Napa County Code section 2.36.090 due to technical compatibility requirements.
