BACKGROUND
The Sheriff contracts to provide policing services for annual events, including festivals such as BottleRock and La Onda. The Lieutenant classification is required to provide services for these special events on two occasions: when the contract specifies the presence of a Lieutenant, or when Deputy Sheriffs are unable to fill the shifts, necessitating a Lieutenant to be ordered to work within 72 hours of the event.
A special event stipend was requested by the Sheriff's Office to compensate the Lieutenant classification, which is exempt from overtime under the Fair Labor Standards Act. The payment of this stipend has no fiscal impact on the County, as these amounts are included in the event contracts and are paid for by the contractor.
The proposed stipend totals $400 for a shift less than four hours, $600 for a shift of four to eight hours, and $800 for a shift exceeding eight hours. Expenses will be reimbursed by the event contractor.

Requested Action:
Adopt a resolution to amend the Napa County Policy Manual Part I Section 37C-1, Management Compensation Plan - Management Classified, to include a contract event stipend for the Lieutenant classification, effective September 1, 2025.
