Award a $1,470,376 construction contract to Cats4U, Inc. for the "Rossi Road Bridge Phase 2 Project", RDS 25-25B; and approve and authorize Amendment No. 2 to Agreement No. 250353B with Adko Engineering, to increase the maximum compensation from $555,378 to $766,843. (Fiscal Impact: $1,404,423, Expense; General Fund and Capital Improvement Projects Fund; Budgeted; Discretionary)

BACKGROUND
The Rossi Road Crossing that bridges over Conn Creek failed in February of 2025. Phase 1 of this project which involved constructing the foundation for a new bridge was completed in December of 2025. Removal of an earthen impoundment which potentially contains naturally occurring asbestos and nickel from the creek, re-grading and installation of a new bridge are part of Phase 2 which was advertised beginning March 14, 2026. The crossing will be closed for about 6 weeks this summer while low weight local traffic is rerouted through a private roadway. After the bridge is placed and passable, crews will construct retaining walls, restore the impacted parts of the creek and reconstruct the roadway approaches to the bridge. Bids for Phase 2 were opened on April 2, 2026 with the following results:
