BACKGROUND

Napa County entered into Agreement No. 230248B on December 6, 2022, for the provision of legal research software, known as Westlaw, to the County Counsel’s Office and the attorneys at Child Support Services for 16 licenses.
County Counsel now needs two additional licenses due to the addition of one full-time attorney and one extra-help attorney. The new maximum compensation for Fiscal Year 2024-2025 will be $17,451. The Agreement expires January 31, 2026.
Requested Action: Approve and authorize Amendment 1 to Agreement No. 230248B.

Discretionary Justification:

County Counsel is currently using Westlaw for its legal research software. Two additional licenses are needed for the two attorney positions that were recently added.

Is the general fund affected?

Yes

Future fiscal impact:

Funds will be appropriated in future fiscal years, as needed.

Consequences if not approved:

County Counsel would have to look for other ways to conduct legal research, such as establishing and stocking a new library.

 

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
