BACKGROUND
The Probation Department requested and Human Resources agrees that a 1.0 FTE Probation Services Manager is needed to serve as a Compliance and Contract Oversight Manager to oversee the County's contracted correctional medical services provider serving the Napa County Juvenile Hall, along with other significant state and federal funding and regulatory compliance programs and services.
In addition to contract oversight responsibilities, the County is implementing new healthcare financing and service delivery initiatives, including:
? Implementation of CalAIM (California Advancing and Innovating Medi-Cal) justice-involved initiatives
? Development and oversight of Medi-Cal billing infrastructure within the juvenile hall
? Compliance with new state and federal healthcare billing, auditing, and reporting requirements
These initiatives introduce complex financial, regulatory, and operational oversight responsibilities that do not exist within existing Probation staffing. The new Probation Services Manager will provide centralized oversight of:
? Probation Department contract compliance
? Performance monitoring and quality assurance
? CalAIM implementation and reporting
? Medi-Cal billing program development and oversight
? Coordination with the Department of Corrections, Health and Human Services Agency, Probation, and contracted medical providers
? Audit preparation and regulatory compliance monitoring
