BACKGROUND
Napa County's Medical Emergency Care Committee (EMCC) was established by the Napa County Board of Supervisors to perform the functions set forth in (1) below as authorized in Sections 1797.270 through 1797.276 of the California (CA) Health and Safety Code (HSC) relating to the provision of ambulance services, emergency medical care, and training programs in Cardiopulmonary resuscitation (CPR) and lifesaving first aid techniques within Napa County.
1. The EMCC shall perform the following functions:
a. Review, at least annually, the following:
i. The operation of ambulance services operating within Napa County;
ii. Emergency medical care offered within Napa County, including training in Cardiopulmonary
resuscitation (CPR);
iii. Public Access Defibrillation (PAD); and
iv. First aid practices.
b. Report to State EMS Authority, local EMS Agency, and the Board, at least annually, the observations and recommendations of the EMCC resulting from the EMCC's activities listed in (1) above.
c. Act in an advisory capacity to the Board and the local EMS Agency on all matters related to emergency medical services as directed and requested by the Board from time to time.
