BACKGROUND
The Probation Department oversees a 24/7 secure Juvenile Justice Center facility, constructed in 2005, with a 50-youth capacity that consistently operates below capacity. The building requires significant maintenance due to roof leaks and aging infrastructure, including mechanical, electrical, and HVAC systems. Planned maintenance includes replacing the roof, photovoltaic system, and HVAC units, as well as evaluating exterior paint and sealants.
On February 4, 2025, the Board authorized the establishment of the Juvenile Justice Center (JJC) Building Maintenance Project (PW 25-12) and approved a professional services agreement with Nacht & Lewis Architects, Inc. to perform site investigation and preliminary design services. Nacht & Lewis, selected in 2022 under the County's 2022-2027 On-Call Architectural Services program, has since completed the authorized scope of work.
The investigations determined that replacement of the roof, photovoltaic system, and HVAC units, as well as refurbishment of exterior seals and repainting of the facility, are required.
