BACKGROUND
On March 2, 2021, the District advertised a Request for Proposals (RFP) for general landscape and maintenance services, Pacific Tree Care was selected through the RFP process. Agreement No. 210378B (FC) was approved by the Napa County Flood Control and Water Conservation Board on June 8, 2021.

This amendment increases the maximum compensation of the District's contract with Pacific Tree Care by $60,000 for a new total of $120,000. Pacific Tree care is currently under contract with the District to maintain and perform general landscaping for the Napa River Watershed.

The 2024 windstorm took down many trees on the east side of Napa, many of the trees fell into Milliken Creek and other tributaries. During high flows this winter there is a possibility of a debris jam at the Hedgeside Avenue bridge, which would potentially cause flooding of several houses and impact the bridge. A combination of tree work on District property and easements addressing standing tree hazards and limb drop from several large eucalyptus trees along the public river trail adjacent to the Oxbow area of the Napa River increased the amount of work needed this year and subsequently the need for more capacity in the contract.
