BACKGROUND
The Napa County Agricultural Commissioner's Office is responsible for the implementation of federal, state, and local regulatory programs within Napa County. The regulated programs are designed to promote agriculture and protect the environment and public health. One such environmental program is Senate Bill 7 which mandates that newly constructed multi-unit residential buildings applying for water service after January 1, 2018, must install water submeters for each individual unit. To support this effort, this project will remodel the County's Agricultural Warehouse in preparation for installation of a new water meter test bench. The new test bench will feature an increased testing capacity to meet the comprehensive testing of all water meters throughout Napa County.
The building was previously used for storing pesticide supplies and will now be converted into a testing center to house the new water meter test bench. The remodel will include replacement of old plumbing and lighting fixtures, wall demolition to widen the interior space, and the installation of a new mini-split (cooling) unit. The project is anticipated to begin design this Winter 2025 with completion expected in 2026; construction may carry over into Fiscal year 2026-27.
