BACKGROUND

Alliant Insurance Services (Alliant) has provided consulting services since April 2012 for employee insurance and benefit consulting services as a result of the Request for Proposal process. Alliant is the largest public agency benefits consultant in California and has expertise supporting public agencies that work with CalPERS for employee health benefits.

In December 2017, the First Amendment to the Agreement was approved to revise the Business Associate Agreement to satisfy regulatory requirements under the Omnibus Rules updates to the Health Insurance Portability and Accountability Act’s (HIPAA) Privacy and Security Rules.

This Second Amendment to the Agreement further revises the Business Associate Agreement to reflect certain amendments to the HIPAA Privacy Rule released last year on April 22, 2024
, by the Department of Human and Health Services.

Requested Action:
1.  Approve and authorize Amendment No. 2 to Agreement No. 170108B with Alliant Insurance Services, effective April 22, 2025.
