BACKGROUND
In 2020, Sheriff's Office entered into a five-year software as a service agreement with Zonehaven Inc. (Agreement No. 210258B) to subscribe to emergency management software, which was fully funded through the 2020 Moore Foundation Grant and the Napa Valley Community Foundation Disaster Relief Fund. Zonehaven Inc. was subsequently purchased by Genasys Inc. in 2021.
Currently, Genasys Inc. provides the Sheriff's Office with the emergency management software platform, Genasys Evac. Genasys Evac includes a fully integrated mapping environment, geo-targeted notifications, algorithmically defined evacuation zones, evacuation status updates, and live threat feeds that provide first responders and residents with immediate evacuation warnings and orders as they occur. This system has proven effective in assisting the Sheriff's Office, Office of Emergency Services, and other involved agencies make critical emergency planning and evacuation decisions during wildfire and other natural disasters.
Since funding for the agreement expired in 2025 and because Genasys Inc. purchased Zonehaven Inc., staff recommend that the parties enter into a new agreement establishing a new contract amount to be funded by Sheriff's Office appropriations.
