BACKGROUND
Napa County and the City of Napa (City) are coordinating a joint paving project on Imola Avenue. The project will include a 2-inch mill and fill treatment on Imola Avenue from Soscol Ave to 4th Avenue. The entire project length is about 1.4? miles, with the County's portion spanning approximately 3,500 feet (0.67? mile).
On January 7, 2026, the City's Public Works Department obtained City Council approval to use City personnel to pave Imola Avenue.
On January 8, 2026, the City informed the County about the upcoming City paving project and Napa County's Public Works Director employed a Request for Services for the City to pave Imola Avenue, in accordance with Section 1 of the City and County's Cooperative Agreement for Mutual Public Works Assistance.
Napa County's Roads Department will provide localized asphalt repairs to prepare the road surface for paving in March or April 2026, which is estimated to cost approximately $50,000. The City anticipates paving will take place from April to May 2026. Upon project completion, the City will invoice the County for its share of the work. The City estimates the cost of the County's portion is approximately $260,000. A budget allocation of $350,000 is being requested to account for potential unforeseen expenses and Engineering Services.
