BACKGROUND
Aerial photography is a vital type of information used in Geographic Information Systems (GIS). It is used as a basemap since it provides the most detailed information available about the land surface. It is also the most
cost effective means of capturing infrastructure data such as roads and buildings. Additionally, it allows users to view field conditions without leaving their office. Appraisers can use the imagery to detect new building improvements and vineyards, while public safety officers can visualize incident locations. Unfortunately, like any photography, it represents the land surface at the exact point in time the photo was taken. As land surface changes over time, the aerial images become more and more inaccurate. For this reason, it is necessary to update the aerial images used in GIS on a regular basis.
On January 2018, the County entered into Agreement No. 180243B with Pictometry International Corporation (Pictometry) to provide aerial photography services necessary to update the GIS regional aerial land photos. The project was unexpectedly delayed due to unsuitable flying conditions, so the agreement was amended to extend the term from June 30, 2018 to June 30, 2019.
On January 2021, the County entered into Agreement No. 210266B with Pictometry to once again update the County's aerial images.
