BACKGROUND
The Board's Legislative Subcommittee was created in April 2003 as a vehicle for providing formal direction to staff for legislative advocacy by the County. At time of creation, the Board's legislative advocacy was a part-time responsibility of staff and the meetings of the subcommittee provided a formal vehicle for periodic direction.
With the addition of dedicated legislative staff to the County roster, the Board increased the scope and frequency of legislative and regulatory advocacy. This increased advocacy means that formal direction provided by regularly scheduled meetings of the Legislative Subcommittee is no longer necessary. Dedicated staff provide thorough and timely feedback regarding legislative and regulatory issues raised by members of the public, other County staff, and members of the Board of Supervisors, initiating public debate of novel issues when necessary.
In developing a legislative and regulatory platform for 2026, staff plan to conduct two public feedback sessions in the evening hours in fall 2025, which should permit more members of the public who may otherwise be at work or school during the day.
Staff will present the results of those meetings for the Board's consideration at its regular meetings, though Board members are welcome to attend the evening listening sessions in their individual capacities.
The Board can always create an ad hoc committee of the Board in the future if needed to address a particular legislative policy item.
