BACKGROUND
In January 2022, the County entered into Agreement No. 220310B with Granicus to assist with detection, investigation, and management of unpermitted short-term rentals in the unincorporated areas of Napa County. County staff have utilized these tools to support enforcement efforts, contributing to a reduction in short-term rental advertisement activity over time. Amendment No. 1 to the Agreement was executed on July 1, 2024, extending the term for one fiscal year.

During preparation of the Fiscal Year 2025-2026 budget, the Department anticipated continued services with Granicus and budgeted accordingly. In fall 2025, the Department conducted a competitive procurement process to evaluate service providers and subsequently entered into a new agreement with Deckard Technologies in November 2025 to provide similar services at a significantly reduced cost.

Due to the timing of the procurement process and transition to the new vendor, Granicus continued to provide services from July 1, 2025 through October 20, 2025. The proposed amendment extends the Granicus agreement term to October 20, 2025 to align with the actual service period and allows for payment of the associated outstanding invoice.
