BACKGROUND
In 2002, the Board of Supervisors established County Service Area No. 4 (CSA No. 4) to provide funding for farm worker housing programs. Revenues for the program come from an assessment on vineyard acreage located within the service area. Owners of land containing at least one acre of planted vineyards are assessed annually on a per-acre basis. As provided in Government Code section 25213.2, the assessment must be reauthorized every five years; the County effects this reauthorization via vote of assessed owners, who are mailed ballots. The assessment was last reauthorized in 2022 through fiscal year 2026-27. The proposed Fiscal Year 2026-27 budget assumes a $14 assessment per planted vineyard acre. The current assessment may not exceed $15 per planted acre.
Revenues are statutorily limited to the following uses: (1) acquiring farmworker housing; (2) building farmworker housing; (3) leasing farmworker housing; and (4) providing maintenance or operations for farmworker housing owned or leased by the Napa Valley Housing Authority or another public agency whose principal purpose is to develop or facilitate the development of farmworker housing in the County of Napa. Final adoption of the budget will be on the June 23, 2026 consent calendar.
