BACKGROUND

The County’s unrepresented employees include Management (Classified and Non-Classified) and Confidential groups. Since these employees lack a collective bargaining agreement, the Management Compensation Plan governs their benefits. Historically, certain fringe benefits (such as bilingual pay) were provided to these groups by referencing represented employees’ agreements.

CalPERS recently notified the County that management risked losing pensionable benefits. For management benefits to be pensionable, they must be referred to in the management compensation plan and cannot simply reference another document where such benefits are located.  To ensure retirement benefits are calculated accurately, the Management Compensation plan is being updated to include a direct appendix of existing fringe benefits for each unrepresented employee group.


Requested Action:
Amend Napa County Policy Manual Part I Section 37C-1, 37C-2, 37C-3, 37C-4, and 37C-5, the Management Compensation Plan, effective April 25, 2026.
