BACKGROUND
The Napa Valley Tourism Improvement District (NVTID) was established by the Napa County Board of Supervisors on June 15, 2010. The NVTID was formed under the provisions of the Property and Business Improvement District Law of 1994 (Streets and Highways Code Section 366et seq., hereafter "94 Act") to promote tourism throughout Napa County. The Unincorporated Napa Valley Tourism Governing Committee is charged with overseeing the share of the assessment funds generated in the unincorporated areas of the County in accordance with the Governing Policy approved by the Governing Committee on August 15, 2016, and adopted by the Napa County Board of Supervisors on October 18, 2016.

On May 20, 2019, the Unincorporated Napa Valley Tourism Governing Committee (NVTID-U) received a report and request for funds from the Vine Trail Coalition. The Governing Committee recommended $100,000 in Fiscal Year 2019-2020 towards the Vine Trail Capital Improvement Plan and the completion of the Vine Trail project. Further, the Governing Committee recommended an additional four fiscal years of 20% of total NVTID revenue after the set-aside for reserves. This funding has assisted with the design, engineering and construction of the ten needed sections of the Vine Trail. These ten sections are (south to north): Vallejo, American Canyon, Los Carneros, Napa/Coombsville, Oak Knoll District, Yountville, Oakville, Rutherford, St. Helena, and Calistoga.
