REPORT BY: Jahniah McGill, Environmental Health Program Manager
SUBJECT: Resolution authorizing the submittal of an application for a solid waste local enforcement agency grant in FY 2026-27 through FY 2031-32
RECOMMENDATION
title
Adopt a Resolution authorizing the submission of an application to the Department of Resources Recycling and Recovery for a solid waste Local Enforcement Agency Grant and authorize the Director of Planning, Building, and Environmental Services to execute all necessary grant documents. (Fiscal Impact: $18,461 Revenue; General Fund; Budgeted; Discretionary)
body
BACKGROUND
The Solid Waste Local Enforcement Agency (LEA) has been receiving this annual, noncompetitive grant from the Department of Resources Recycling and Recovery (Cal Recycle) annually for more than twenty years. The grant is available again for Fiscal Year 2026-27 and is expected to be available in subsequent grant cycles. The grant funds will supplement the LEA's budget for equipment, supplies, training, and staff costs. CalRecycle requires a Resolution with each grant submittal, per fiscal year. We are requesting authority to submit grant applications and receive funds for future grant cycles through Fiscal Year 2031-32.
Pursuant to Public Resources Code, Section 43230, these grant awards are to be used solely for the support of the solid waste facility permit and inspection programs. These revenues have been included in the recommended Fiscal Year 2026-27 PBES-LEA budget.
Requested Action:
Adopt a Resolution authorizing the submission of an application to the Department of Resources Recycling and Recovery for a solid waste Local Enforcement Agency Grant and authorize the Director of Planning, Building, and Environmental Services to execute all necessary grant documents.
