BACKGROUND
The Public Works Department maintains 420 miles of roads and about 22 miles of guardrail. Over many years, the County has constructed guardrails to help prevent drivers from driving into the Napa River, into creeks, and down roadway embankments. Every year wayward drivers damage guardrails along County roads. In the past, County staff has hired contractors to repair individual damaged guardrails, or the Public Works Roads Division staff repaired the damage as time and funding allowed. With the advent of funding from SB-1, the County now designates about $500,000/year towards guardrail repairs.
On June 3, 2025, the Board awarded a construction contract for this year's repairs to Coral Construction Company. At the existing damaged guardrail location at Monticello Rd and Trancas Street, the design requires an end block to be constructed at the end of the existing bridge so that a new guardrail can be connected to it. After further analysis, staff determined that the end block would need to be deeper and extend an additional 2.5 linear feet for it to fit into the existing bridge structure. The change order required to deepen and extend the end block is $37,213. The single change order limit for this project is $26,777. If the change order amount exceeds the change order limit, then the Napa County Purchasing Policy and Public Contract code requires staff to return to the approving authority for authorization to exceed the limit.
