SUBJECT: Hazard Mitigation Grant Program (HMGP) Funding & Budget Transfer

Sheriff requests the following actions regarding Hazard Mitigation Grant Program application AP-00691:
1. Acceptance of grant funds for the federally funded Hazard Mitigation Grant Program for the period July 1, 2023, through June 30, 2026, for a maximum amount of $325,000 with a 90% federal and 10% local cost share;
2. Delegation of signing authority to the Undersheriff to accept and administer program funds, including executing the agreement and any subsequent amendments and modifications, subject to County Counsel approval; and
3. Approval of a Budget Adjustment in Office of Emergency Services Grants budget (1380005) increasing appropriations by $325,000 in Other Professional Services expense (52490) offset by a commensurate increase in ST-CAOES revenue (43715). (4/5 vote required)

EXECUTIVE SUMMARY
In April 2023, Napa County Office of Emergency Services (OES) applied to the California Governor's Office of Emergency Services (Cal OES) for grant funds to update the county's Multi-Jurisdictional Hazard Mitigation Plan under the federally funded Hazard Mitigation Grant Program. On June 28, 2023, OES received notification of grant award by Cal OES. Cal OES allocates the federal funds to the awarded participations in the state of California and Napa County will be considered a subrecipient to Cal OES.
