SUBJECT: Budget Transfer for Preliminary Design of Pope Valley Road (RDS 24-05) and Ink Grade Road (RDS 24-06).

Director of Public Works Requests approval of a Budget Adjustment for the following (4/5 vote required):
1. Creation of new Roads Capital Improvement Projects for Pope Valley Road Resurfacing Project (Fund 2040, Org 2040500, Project 24007) and Ink Grade Road Resurfacing Project (Fund 2040, Org 2040500, Project 24008);
2. Increase Transfer Out appropriations by $100,000 in the Accumulated Capital Outlay Fund (ACO) (Fund 3000, Org 3000000, Object 56100) offset by use of its available fund balance to be transferred to Project 24007 ($50,000) and 24008 ($50,000); and
3. Increase Engineering Services appropriations by $50,000 in Project 24007 (Fund 2040, Org 2040500, Project 24007, Object 52145) and by $50,000 in Project 24008 (Fund 2040, Org 2040500, Project 24008, Object 52145) offset by transfer-in revenues from ACO.

EXECUTIVE SUMMARY
The Pope Valley Road (RDS 24-05) and Ink Grade Road (RDS 24-06) resurfacing projects will be combined under a single construction contract to achieve an economy of scale for bidding purposes. Pope Valley Road will be resurfaced from Aetna Springs Road to the "Y" intersection of Howell Mountain Road and Chiles Pope Valley Road. Ink Grade Road will be resurfaced from Pope Valley Road to its end on Howell Mountain Road. This budget transfer request is to establish a preliminary engineering design budget which will include geotechnical pavement testing, site reconnaissance, and the creation of Plans, Specifications, and appurtenant bid documents.
