Authorize the Director of Public Works to apply for and execute a Federal Aviation Administration Airport Infrastructure Grant in the amount of $285,280 for reimbursement of grant eligible airfield electrical components completed under the Airport Terminal Redevelopment Phase 1 Project (PW23-29R). BACKGROUND
The Airport Terminal Area Redevelopment Phase 1 Project, PW23-29R, consisted of relocation of the airfield lighting and rotating beacon, remediation of lead and asbestos at the existing terminal building, demolition of the existing terminal and electrical vault buildings, addition of temporary fencing to secure airfield operations where buildings will no longer stand, realignment of the main sewer line along Airport Rd, and relocation of Airport staff and the flight school to 2000 Airport Road (the Old JAL building and the new community terminal building).
This Airport infrastructure project was bid per Federal Aviation Administration (FAA) guidelines for future intention to request grant reimbursement. The final Notice of Completion (NOC) for PW23-29R was recorded on November 24, 2024, for a total project cost of $3,441,062 under Capital Program 23041. The Bipartisan Infrastructure Bill designated 5-years of Airport Infrastructure Grant funds to all public use airports beginning in fiscal year 2022. Napa County received $763,000 of entitled funds for FY 2022.
