BACKGROUND
Following the 2017 wildfires, a substantial volume of debris from Napa and Sonoma counties was disposed of at Clover Flat Landfill (CFL). At that time, Agency revenues were directly tied to landfill disposal volumes, resulting in the accumulation of funds in excess of those required for ongoing operations. The Agency Board subsequently expressed its intent to reinvest these excess funds into the community, assisting its member jurisdictions through projects that advance the Agency's mission. To facilitate this effort, the Board authorized the issuance of a Notice of Funds Availability (NOFA), distributed to all member agencies on February 10, 2020, and again on June 23, 2025.

As these funds were generated from ratepayers within the Agency's jurisdiction, all proposed projects must be located within UVA boundaries and be consistent with the Agency's mission. The City of Calistoga's submittal is being considered as part of this ongoing funding program.

The City of Calistoga proposes to purchase one sidewalk sweeper, one mulching lawnmower and 12 triple compost-recycle-landfill bins for public spaces. These purchases will reduce litter, improve access to recycling and composting in public spaces and increase waste diversion.
