BACKGROUND
The County Executive Office is responsible under Napa County Code Section 2.08.040 for policy formation, including the development and recommendation of policy and policy alternatives to the Board of Supervisors for consideration. This requires the CEO to advise the Board of Supervisors as to the analysis underlying a policy proposal and alternatives, including anticipated consequences, costs, and benefits of alternatives. The vehicle through which the CEO fulfills this responsibility is an Administrative Policy Manual housing all policies adopted by the Board of Supervisors.
The purpose of the County's Administrative Policy Manual is to establish clear, consistent, legally compliant guidelines for administrative functions that apply across County departments. It serves as a centralized repository for countywide policies issued by the Board of Supervisors, promoting consistent and equitable practices; strengthen internal controls; improve organizational communication and transparency; reduce legal and financial risk; ensure compliance with laws, regulations and standards; and facilitate efficient use of County resources.
The County has entered into an agreement with CivicPlus to host the Napa County Administrative Policy Manual on publicly accessible website. Prior to publication, it is necessary to reorganize existing policies by subject area and eliminate those that are outdated.
