Accept and file the report summarizing the results of the review of Napa County's contracts with Napa Communities Firewise Foundation (NCFF). (No Fiscal Impact)

BACKGROUND
Napa County has made substantial investments in wildfire resilience, prevention, and mitigation efforts in recent years. As part of these initiatives, the County entered into six contracts with the Napa Communities Firewise Foundation since July 2023, totaling more than $21.4 million.
At the May 5, 2026 meeting, the Napa County Board of Supervisors requested an examination of these investments. Accordingly, the Internal Audit Section of the Auditor-Controller's Office (Internal Audit) conducted a review of the County's contracts with NCFF. The attached report summarizes the procedures performed, findings, observations, and recommendations.
Based on the procedures performed, Internal Audit did not identify any significant control deficiencies or irregularities related to the County's contracts with Napa Communities Firewise Foundation.
