Approve out of state travel for Chief Executive Officer Ryan J. Alsop to attend the California State Association of Counties Finance Corporation Board meeting from May 3-5, 2026; and Supervisor Anne Cottrell to attend the National Association of Counties Board Western Interstate Region Conference from May 5-8, 2026, both in Maui County, HI. (No Fiscal Impact).

BACKGROUND
The California State Association of Counties (CSAC) formed the CSAC Finance Corporation (CSAC-FC) in 1986 to provide broad array of finance, investment, insurance and public services to benefit California counties and related public agencies. Since its inception the CSAC-FC has grown to be the premier provider of a variety of cost-saving programs and services to counties and other local governments throughout California. CEO Alsop serves as an Executive Board Member and Treasurer of the CSAC-FC.
The CSAC-FC is holding its Spring Board meeting May 3-5, 2026, in Maui County, HI, in conjunction with the National Association of Counties Western Interstate Region (WIR) Conference. As an Executive Board Member and Treasurer for the CSAC-FC, CEO Alsop will attend the Spring Board meeting. The CSAC-FC is reimbursing airfare and covering all lodging and meal expenses. There is no cost to the County of Napa. Last year, the CSAC-FC held its Spring Board meeting in Napa.
