Approve and authorize Agreement No. 250075B with AMS.NET, for a maximum of $29,800 through June 30, 2025 for professional services required for network configuration at the Napa County Replacement Detention Facility; and a waiver of competitive bidding requirement and sole source award (pursuant to Napa County Code Section 2.36.090). BACKGROUND
On May 22, 2018, the Board of Supervisors approved the financing plan for replacing the existing jail. On August 14, 2018, the Board awarded a professional services agreement with Lionakis for architectural and engineering services to design the replacement detention facility. Once the plans and specifications entitled 'Napa County Replacement Detention Facility Project, PW 20-100' were completed, the State approved them and authorized advertisement for bid. On September 22, 2022, Napa County opened bids. The lowest responsive bid from Broward Builders was over the estimated construction costs and on October 18, 2022, the Board approved the revised costs and awarded the contract to Broward Builders, Inc. of Woodland, California.
In order to complete project PW 20-100, the County must establish network configurations for the new site. Because of AMS.NET's expertise, intimate knowledge in previously creating proprietary core network configurations for the County and extensive work with Information Technology Services (ITS) it would be
time consuming, inefficient and cost prohibitive to educate another vendor with the necessary knowledge for custom configurations necessary to run the network.
