BACKGROUND
On September 10, 2024, the Napa County Board of Supervisors amended the Napa County Policy Manual, Section 8 "Policies for Conducting Business," replacing the parliamentary procedure from Sturgis Standard Code (also known as the American Institute of Parliamentarians Standard Code of Parliamentary Procedure) to Roberts Rules of Order. For efficiency and consistency, District staff recommends a similar amendment to the District's bylaws.
The District is staffed by multiple senior level professionals in the Napa County Department of Public Works, Flood Control and Water Resources Division. The Engineering Manager for Water Resources is assigned to oversee the Department of Water Resources (DWR) State Water Project (SWP) contract, activities, and municipal / industrial water supply interests, working closely with water utility managers from the municipalities that contract for water from the SWP. To increase administrative efficiency between regular monthly meetings and provide the Engineering Manager with appropriate authorities to manage the District's SWP representation, it is proposed to provide the following specific authorities to that officer:
1. Authorize Engineering Manager to sign Water Exchange Term Sheets upon consent of City Water Agencies to sell excess water supply in their Article 56 carryover and/or Table A allocation portfolio.
