BACKGROUND
Prior to 2023, the Fire Marshal's Office has been managed under a contract with CalFire, with two Deputy Fire Marshals working under the direct supervision of the Fire Marshal. The new CalFire services agreement in July 2023 commenced the transition of Fire Marshal to County employment with expectation that the two Deputy Fire Marshal positions would transition to County employment with a future services agreement. In 2024, the County Executive Office issued a strategic directive to transition the remaining two contract staff from the CalFire contract to County management through attrition of positions currently provided by CalFire.

In February of 2024, one Deputy Fire Marshal position was added to County Fire's departmental allocation listing, and one Deputy Fire Marshal position remained under the CalFire contract. The remaining CalFire Deputy Fire Marshal position will be vacated in October and the County will absorb this position to maintain services and meet staffing requirements.

Requested Actions:
1. Adopt a Resolution to amend the Departmental Allocation List for County Fire effective September 24, 2024, with a net increase of 1.0 FTE; and
2. Approve a Budget Amendment increasing Salary and Wages (2100001-51100) by $200,000 in Fire Marshal (2100001-49900) offset by Use of Fund Balance.
