Adopt a Resolution adopting a Mitigated Negative Declaration, approving the Plans and Specifications, and authorizing to advertise for sealed bids, and opening of the bids at a time, date, and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code; approve and authorize Amendment No. 3 to Agreement No. 250052B with Sanderson Bellecci, Inc., for bid and construction support services and increasing contract maximum from $267,532 to $278,668 for the "HSIP Cycle 11 Silverado Trail Intersection Improvements" Project, RDS 22-26; and approve a Budget Amendment. BACKGROUND
Napa County received the Highway Safety Improvement Program (HSIP) Cycle 11 grant to fund safety improvements at three intersections along Silverado Trail: Oak Knoll Avenue, Zinfandel Lane, and the Strawberry Patch (located approximately 0.4 mile north of Trancas Street). However, after evaluating the safety and environmental impacts and cost implications, the County decided to remove the Strawberry Patch improvements from the project and to proceed with the planned safety improvements at the Oak Knoll Avenue and Zinfandel Lane intersections on Silverado Trail.
In general, the project includes upgrading bicycle lane striping; installing streetlighting and advanced flashing beacons; and constructing right-turn lanes at Oak Knoll Avenue. To accommodate the proposed turning lane, wi...
