Approve and authorize Amendment No. 4 to Revenue Agreement No. 220359B with Advocates for Human Potential, to increase the revenue maximum by $250,000 for a new maximum of $750,000 for the term of September 1, 2021 through June 30, 2025 and amend the Statement of Work for direct and infrastructure activities to support and implement Napa County's Mobile Crisis Team. (Fiscal Impact: $750,000 Revenue; California Mental Health Services Act Fund; Budgeted; Discretionary).

BACKGROUND
Napa County's Health and Human Services Agency (HHSA) applied for and was awarded, in 2021, Crisis Care Mobile Unit (CCMU) Track 2 Implementation Base Allocation grant funding. Funding for this grant comes from the California Department of Health Care Services (DHCS) who utilizes $150 million in funding received from the Behavioral Health Continuum Infrastructure Program (BHCIP) and $55 million received from Substance Abuse and Mental Health Services Administration (SAMHSA) through Coronavirus Response and Relief Services Appropriations Act (CRRSAA) to support and expand behavioral health mobile crisis and non-crisis. DHCS has contracted with AHP to administer this grant and to ensure the program outcomes of the grant are met. ?The focus of this funding opportunity is to support development and expansion of behavioral health CCMUs throughout California.
DHCS will provide HHSA the CCMU grant funds through an increase to our Mental Health Block Grant. This funding has been used to cover equipment, program development and staffing.
