Conduct a Public Hearing to consider testimony on the Fiscal Year 2024-25 recommended budget for total appropriation of $665,241. (Fiscal Impact: $10,373 net revenue; County Service Area No.4 Fund; Discretionary)

BACKGROUND
In 2002, the Board of Supervisors created County Service Area No. 4 (CSA No. 4) to provide funding for farm worker housing programs. Revenues for the program come from an assessment on vineyard acreage located within the service area. As provided in Government Code section 25213.2, the assessments must be approved by the district every five years and were last reauthorized in 2022 through fiscal year 2026-27. The proposed Fiscal Year 2024-25 budget assumes a $14 assessment per planted vineyard acre. The current assessment may not exceed $15 per planted acre. Staff to provide a brief presentation of the budget.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
