BACKGROUND
As of July 1st, 2026, the Mental Health Services Act (MHSA) has transitioned to the BHSA in accordance with the passage of Proposition 1 in March of 2024. Under BHSA, Early Intervention (EI) is the primary service component for counties to address emerging behavioral health needs before they become more serious. To support this type of care, Napa County Health and Human Services Agency (HHSA) held a competitive Request for Proposals (RFP) process for Early Intervention services aligned with the County's BHSA Integrated Plan approved by the Department of Healthcare Services (DHCS). The RFP was designed to support timely, culturally responsive, community-based services that provide early identification, brief support, navigation, and linkage to care, particularly for residents and communities that face barriers to timely access to services.
The strategies to be implemented by the 8 agencies that will receive a combined total of over 3.8M in BHSA EI Funding include Behavioral Health Interventions for Underserved and Specialty Populations; Screening, Navigation, and Linkage for Underserved Populations; Parenting and Early Family Interventions, and Older Adult Screening and Caregiver Support.
