REQUESTED ACTION: Approval to award grant funding in the amount of $25,000 for the Town of Yountville for the purchase of enclosures and signs for recycling, compost and trash carts and water refill stations.

BACKGROUND
Following the 2017 wildfires, a substantial volume of debris from Napa and Sonoma counties was disposed of at Clover Flat Landfill (CFL). At that time, Agency revenues were directly tied to disposal volumes, resulting in the accumulation of funds in excess of those required for ongoing operations. The Agency Board subsequently expressed its intent to reinvest these excess funds into the community, assisting its member jurisdictions through projects that advance the Agency's mission. To facilitate this effort, the Board authorized the issuance of a Notice of Funds Availability (NOFA), distributed to all member agencies on February 10, 2020, and again on June 23, 2025.
As these funds were generated from ratepayers within the Agency's jurisdiction, all proposed projects must be located within UVA boundaries and be consistent with the Agency's mission. The Town of Yountville's submittal is being considered as part of this ongoing funding program.
The Town of Yountville proposes to purchase enclosures for recycling, compost and trash carts for three (3) locations, with signage, as well as an outdoor water refill station. These purchases will improve access and guidance for proper waste sorting and will help to combat the use of single-use plastics.
