BACKGROUND
The State Water Resource Control Board (SWRCB) Water Quality Order, Phase II requires that the County implement measures to reduce sediment loading into the Napa River from County owned facilities. Working with the Napa Resource Conservation District, the County identified a culvert on Campbell Creek which flows under Dry Creek Rd. near the Lokoya Fire Station as a high priority for replacement. In addition to reducing sediment loading, this project which consists of replacing the culvert with a bridge also provides the added benefit of improved fish passage and some local flooding reduction near the fire station.
On February 8, 2022, the Board approved funding to start design of the project. By the following year, a significant amount of design was completed, and on January 24, 2023, the Board approved additional funding to help support applying for grants needed to fund the projects construction. The County then submitted a grant application to the SWRCB for $1,000,000 and to the Federal Highway Administration (FHWA) for $1,315,490. The County was later notified by both agencies that the project was selected for funding.
