BACKGROUND
Current County Policy permits the employment of immediate family members within the same department only if they report to different direct supervisors, maintain independent work functions, and other considerations.
The Elections Division relies on a significant temporary workforce to staff Vote Centers for short-duration peaks during mid-term and primary elections. These "extra help" staff members typically work 50-60 hours over a three-week window. Historically, recruiting challenges have left some Vote Centers understaffed, resulting in center closures and reduced public services. Additionally, there are other departments that regularly utilize short-term extra help positions such as Vegetation Management Aides and Agricultural & Standards Services Workers that
Human Resources proposes a policy exemption to allow immediate family members to serve as extra help and/or volunteers within the same department with the prior approval of the Chief Human Resources Officer. This carve-out is essential to ensure adequate staffing levels and voting accessibility throughout the County and to assist with filling temporary positions. To maintain organizational integrity, the Elections Division and any other department using this exception will implement internal controls to ensure as much physical and supervisory separation as practicable during these short-term assignments.
