Adopt a Resolution authorizing the Director of Napa County's Health and Human Services Agency to enter into the California Health and Human Services Data Exchange Framework for the Behavioral Health Division, and authorize the Director of Health and Human Services Agency to execute and submit the Single Data Sharing Agreement through the State's signing portal, with authority to add other divisions as they become ready to electronically exchange data through available platforms. (No Fiscal Impact; Mandatory)

BACKGROUND
California Health and Safety Code section 130290 established the California Health and Human Services Data Exchange Framework (DxF) to enable the secure, real-time exchange of health and social services information among specified entities in California, as required by state law.
The DxF is implemented through a Single Data Sharing Agreement and statewide policies and procedures that establish the legal, operational and technical requirements for participation in and exchange of health and social services information among health care and government entities. Participation in the DxF is intended to improve care coordination, strengthen referrals and service continuity, reduce fragmentation across systems and support more timely, safe and effective whole-person care.
Participation in the DxF through the Single Data Sharing Agreement supports HHSA Behavioral Health's compliance with state requirements for secure, real-time data exchange with Medi-Cal managed care plans and other Medi-Cal partners by January 1, 2027.
