EXECUTIVE SUMMARY
The Wildlife Conservation Commission is obligated by its Bylaws to elect a Chair and Vice-Chair at the first meeting of each calendar year. The officers shall serve for one year from the date of their election.

BACKGROUND AND DISCUSSION
The Wildlife Conservation Commission is obligated by its Bylaws to elect a Chair and Vice-Chair at the first meeting of each calendar year. The officers shall serve for one year from the date of their election. The Chair, or Vice-Chair in the absence of the Chair, shall act as the presiding officer of the Commission and in that capacity shall preserve order and decorum, decide questions of order subject to being overruled by a two-thirds vote and perform such other duties as are required by the Bylaws, the resolution(S) of the Napa County Board of Supervisors creating and/or modifying the composition and charge of the Commission or by vote of the Commission. The Chair shall have all the rights and duties enjoyed by any other member of the Commission, including the right to make and second motions.
